Yeah it felt like they originally intended there to be romance options but then halfway through decided to railroad you into some shitty save-the-world romance with traces of being originally able to romance both Lulu and Rikku left over. Also worth noting that FF7 did not have an affection system and the saucer date was basically just intended as a one-off joke. Not the same thing.
