You're both right and wrong. There's some fuckery where it's the same base, but there's been fuckloads of changes. Around BL, Bungie was going to originally make Destiny 3, but they looked at the dev of D2 and how everyone fucking hated it at launch and kept telling them to just go back to how D1 was. They realised that fracturing the community again and making everyone go to D3 was gonna cause the same dramas as D2, so they said, fuck it and just made BL an expansion instead.
They had to cut a lot of content because the engine upgrades left behind a bunch of old shit that didn't work for whatever reason, and they told us that old shit would come back and wasn't gone forever (that was a lie)
We know this because the recent-ish lawsuit about the guy who wrote a book and an event was called "The Red War" decided to sue Bungie and Bungie couldn't prove the differences because they themselves couldn't play the Red War campaign. They tried using lets plays and ishtar-collective as sources and the judge told them to fuck off.

The "lick of paint" is kinda true, but it's changed significantly enought that a lot of older content relies on shit that isn't in the engine any more.
Also a big reason they got rid of all the old shit was because it was hard to maintain and test new weapons or abilities against old content. Not that they test any of that shit anyways
