War never changes, so there will never be peace in the Fallout world. As of now though here are the strength levels of each major faction:

Shady Sands got nuked, and they have taken heavy losses lately from Caesar’s Legion.
>Caesar’s Legion
The TV show will probably say they lost the second battle of Hoover Dam, so maybe a civil war happens where Lanius tries to overthrow Caesar.
>Enclave
These guys got BTFO in Fallout 2 and 3, so they are probably the weakest. Or just hiding and regrouping.
>Brotherhood of Steel
Arthur Maxson’s chapter is obviously very strong, so I say the Brotherhood of Steel is currently the strongest faction. Though the NCR probably still has a lot more man power and resources.
