I always wondered why they were so keen on NOT making a hotline miami 3. Like, i can understand not wanting to make a sequel, but why engineer an ending specifically to prevent any setup for a sequel?(and fail, because there are a lot ways to move forward from the nuke lol)

The first game told the story they wanted to tell. It's a bit ambiguous, sure, but that was a huge part of the point and the appeal. It was pretty clear what was happening and what the motivations for the characters were.
The second game was a direct response to different fan responses of the first game.

>>715580523 (OP)HM2's story was boring. The way it was structured was a blatant Tarantino rip off. None of the characters were fleshed out or interesting. And the ending jumped the shark. So yeah, that's indeed it. I personally think that the plot behind the phone calls introduced in HM1 was unrealistic and stupid to the point of being immersion breaking. It worked much better without explanation, so that you could simply assume that your protagonist is some kind of schizo hearing voices on the phone that tell him to kill people. I'd cut the whole biker segment out.
