Even in US, being a VA has that sort of stigma where you're punching down and stuff. That's why the publishers always make a big hubbub about hiring irl actors who are probably as good as any actually good Voice Actor.
Japan VAs at least know they're not just doing it for anime and games. There's a lot of narration and radio work too unlike anywhere else really.
