I feel like I just kinda gave up halfway through this level and just tried to make it work.

Whenever possible you should prioritize leaving runs/clusters of sequential cards, and also try to ensure you have a good distribution of numbers available to use, so that when the jackpot is open you can use them to bridge the value of your current ball to one of the cards in the jackpot area and avoid losing a turn.
The game will also always give you a ball that's +-1 from a visible card in the playfield, you can use this to rig the rng in your favor. It also means that if you get to a point where you only have uncovered red cards left, it's impossible to lose.
