Cats aren’t a companion in the same way that a dog is. You take a dog into combat/hunting. Cats just kind of hang out, and occasionally come over to snuggle.

Depends on the cat. Some are retards, some are capable of acting like a dog, their range of personality for better or worse is more varied than the average dog's. Some cats you can walk like a dog, some cats will sit on your shoulder like a pirate parrot even in public, some cats can be fully trained for a variety of tasks.
They're just extremely unreliable on average because unless the cat is exceptional they're probably not going to be consistently good at all of these things - and you have to start training young.
