Every single piece of dlc is already on every users computer, otherwise the buyer would be the only one who could see the skin being active. Disable the servercheck that controls whether they're usable or not with the EoL patch and call it a day. It's literally that easy.

This can be done very simply, a game as large as fortnite with all of its features very obviously follows some kind of decent coding practice because its ran well on everything for over a decade and they add new events and gimmicks without problems unlike a truly broken game such as Dead by Daylight for example.
I'm not really sure what you mean by "unique, bespoke data" and "payment processing, databases". Those are things no one has any interest in being released after sunset, those are server side things that relate to the running of player accounts in the live version only they'd obviously be taken to the grave with the game.
