These are always rich people who think owning something rare makes them special, and they think if other people had the same thing, it would make theirs less special and less valuable.
Think of arcade collectors who own super rare arcades and refuse to allow anybody to dump the ROM. A few years ago there was a forum post of one of them seething after some extremely based guy broke into the arcade con and dumped the ROM of his machine overnight.
When you have a cool piece of software that you could release for other people to enjoy but you decide not to for this reason, you are very close to the lowest you can get as a person.

Theres already methods to replicate a Genesis/32x combo system that dont require extra hardware and you can order a 3d printed case that looks like that photo.

While at least a copy of the schematics would be nice, that proto is really nothing special when theres more finished/perfected versions around.

The rumor was that someone who he paid to maintain the machine (Akka Arrh) dumped the ROM but I think that was cope. Atari was preparing to remake it anyway. It was probably a publicity stunt.

It obviously wouldn't have won the gen, but I wonder if Sega would have survived if they had followed through on their upgraded Genesis push instead of abruptly abandoning it, to create the Saturn and abruptly abandon that too

Like if the whole progression instead was Genesis - Neptune - Dreamcast, plus Genesis owners could upgrade their system into a Neptune, does Sega live longer in the industry?

In hindsight it's hard to see amazing things the Saturn could do that a 32X couldn't
