There are some DLCs that do hand out a lot of content or are reasonably priced for what they are, but most are just cosmetic shit that could either be free or cheap yet they either cost as much as and expansion pack would or the publishers nickel and dime you for a complete set of items. Or it could just be an hour long side scenario that also costs way too much for what it is.
If anyone has that ancient picture of the difference between expansion packs and DLC with the Mona Lisa, it illustrates the concept perfectly.
