a regular crt tv will only display a 240p 60hz video or 480i 30hz video (I'm leaving out PAL / NTSC / custom timing modes for brevity). Your computer probably can't even run at such low resolutions, so you would have to downscale from something like 1280x960 to 640x480.
You would need an HDMI to Analog (SCART, RGB, Composite, Component) signal converter. For a typical consumer American TV you will probably only have the composite (the one yellow plug). Not sure if there are even any converters that can do HDMI/DP to component at real 240p 60hz. This is because these plugs are mostly to just display ANYTHING on an old tv or projector, they are not meant for gaming and high quality picture and low latency.
If you want a crt monitor to use with a PC it would be 10x easier to use any normal VGA pc monitor. CRT tvs are only good for systems that were intended for them, like VCRs and home consoles, old micro computers.
