No. It's perceived as such because it coincided with a major collapse in WoW's playerbase which in turn caused many of those players to attach to XIV. They then sung ShB's praises as a way of trying to remove WoW from their mindset.

It was excellent narratively but it was the source of many of XIV's current flaws like simplified gameplay and the reduction of experimental content.
