They are on the list through a proxy, their German subdivision is partnered with 'game' which is on the list. Valve just knows how to read the room better and won't publicly place themselves on the loosing side

Every platform is known for that. Yes, on GOG, you can download a game and keep it on your HDD and play forever.
You still buy only the licence though. They can take it away and you won't be able to download any more.

Steam is entirely digital so you own the games forever and can play them no matter what upgrades you do.

Meanwhile, people who bought Nintendo 64 games in 1998 are SOL once they replaced it with a Gamecube or later.

Uh, Steam games are like the most "ownership" of something you can have. They can't be stolen, they never rot, and are compatible across platform updates, and they work on multiple platforms instead of just one.

They're one of the most anti-consumer vidya companies, they're just smart enough to realize they gain nothing from openly opposing it, except drawing attention to the fact that they've been selling people "licenses" for years, and forced them into signing a new unfavorable license by holding their bought games hostage.

valve is still fleecing you but at least they're honest about it, and they realize that being extremely generous with refunds is a small price to pay if it keeps people from wising up and leaving the platform / demanding that licenses be transferable out of steam to be resold kinda like crypto (this could easily be done if there was a mandate from consumers)

Valve screwed over the Artifact fanbase by cancelling the Artifact 2.0 beta without even allowing users to invite friends like they said they would in January 2021 and does not deserve your financial support for these gross consumer-unfriendly practices.
