I scanned the amiibo in the pause menu but the outfit didn't unlock, how the fuck do I get her to dress like this?

good thing you don't need the amiibo to unlock the costume. the amiibo just unlocks it early.

I'll tell you since I also just had to look it up, a bit later you will find an NPC that asks you to scan amiibos, and that's when you scan it.
