DQXclarity mods it and makes it very playable in English, and the director follows the clarity dev on twitter, so they're very aware of it and seem okay with it.
I started playing it last month on the free trial and have currently logged about 90 hours and beat the final boss of version 1.
Hopefully you live in US though otherwise you'll still get IP blocked.

What? Entire game is playable for free? Or does version 1 refer to base game with no expacs or something?

I don't know why they never localized the offline version. At least let people experience the story.
