imo a cutscene akin to the entry into Anor Londo would be best (they could put another giant bird nest on at the top of the tower), it's not like anybody has ever needed to take the elevator back down anyway.
Even if you put the tower right on the side of a volcano it's hard to see an elevator bringing you inside it just by going up, also the atmosphere of the Earthen Peak area would change significantly
