If you want the top-down GTA experience, just skip to GTa2. It's better in every way.

It was meant to simulate the feeling of high speed and somewhat making you lose control and crash. Because that was part of the fun and chaotic nature of the game.

It was a way to work around the hardware limitations of the time but it didn't age very well.
Maybe there's a mod that fixes or enhances it somehow, idk. It's been to long.
