The point of Super Earth is that it actually doesn't give a shit about freedom or democracy and the reason they're constantly at war is because they are constantly making enemies by being ridiculously evil to an almost comedically self-destructive degree.

Super Earth propaganda broadcasts casually admits that Super Earth engages in unprovoked genocides of primitive aliens for no reason other than to hammer in the fact that they're evil into the players head. The only difference between Super Earth and the Imperium of Man is that Super Earth seems to be more marginally more efficient and they worships the idea of democracy instead of the idea of a divine emperor.
