To some people optimization IS the fun of the game, and so once they have figured out the optimal way to play there is no more fun left in the game for them.
To other people the fun comes from just winning, but if that player isn't actually good enough at the game to beat the players playing optimally then they will get upset and blame the optimal players for the game not being fun.

Because most games are designed in a way that rewards players for winning and punishes them for loosing. Experimentation and playing for fun is often punished. If your goal is to win you'll always try to find the most effective method to do so, no matter how fun or not fun it is

The best PvP games have systems that allow you to counter the most optimal strategies if you know they are using it. This is why StarCraft:BW and 3rd Strike are still played today.

Single player games rely on the dev and the player to leave options for any player to enjoy the game at various optimization levels

Because expectations are always higher than reality.
Even if at first glance it looks like it lived up to and surpassed your wildest dreams, in time,, the luster fades as you see the game for the code and numbers that it is. One day you'll find that the only variable in the game that can keep you guessing is another player's input. That day, other people become the only thing of value in the entire game, and you better hope they're worth something.

To answer your question OP, there's this concept called "perverse incentives" and there's genuinely some soulless fucks that completely miss the point of playing videogames and are willing to both intentionally and unintentionally make everyone especially themselves as miserable as possible in an attempt to chase said perverse incentives.
A lot of it comes from "eSports" (marketing) and people desperately wanting a job as an eSports professional (gamer shit marketer)
But it also comes to gaming being literally the most popular entertainment medium there is and people wanting the social status with as little effort as possible.
Same thing that makes fags do shit like download cheat clients for games and makes exactly as shitty of people.

That's not what it means at all and you're an incredibly shallow individual to think it's the developers who are the final people who make a game boring when it is a player's final choice to use what they think they want to use.
Quicksaves. Fast Travel. Stealth Archery. Gamers cannot help themselves but to gobble up the convenience of a shortcut, abandoning the sense of weight of all their choices, thinking only in immediate gratification and resolution of their face-value problems. The choice of not using all of these things was, and in some places still is, there, but you want to optimize it out because you want to get to your goals.

Today more people kill more more bosses than they do enemies in Elden Ring. Can you guess why? Because it was never needed and it's faster to run past them, bypassing the exploration, attrition of resources, everything. Streamlined and optimized out by the player's own hand. And don't talk to me about how fast roll went from 25% to 70%. People wanted their cake and to eat it too.

For single-player games, if there's a strategy that's so broken and so obvious that everyone uses it, that's the dev's fault. If it's just 0.001% of number crunching autists that's not a problem, if anything that's inevitable and arguably healthy for the game's long-term appeal.
For multiplayer games, the fault is modern matchmaking. There's a "missing middle" of chill community servers where people play to win but aren't tryhards. Nowadays you can only pick between hyper-casuals and hyper-tryhards.
