That he's a psychopath. House is never shown to be actively sadistic, but he doesn't have the slightest shred of compassion. If you gave him a choice to send 1 securitron away for a week to kill a few tribal pedo-rapist who have 15 children chained in their cave, he wouldn't do it, because he doesn't see an economic benefit to it.

House replaced innocent civilians just trying to live their lives, some having been there for more than a century before he woke up, and he without any remorse or even thought given to it, replaced them with cannibalistic tribal raiders to make more money via his casino and push back the NCR. House is the worst possible ruler because no life on the planet has the slightest speck of worth to him.

"I couldn't save the world, nor did I wish to". This man doesn't care about a single soul in the world, and he only protected Vegas because it was "his", not because of anyone living there. Anything that you could interpret as morally good from him was a pure accident, it simply lined up with his egocentric/economic goals. Even Caesar cares about some lives like that of Arcade Gannon, House doesn't care for a single person on Earth.
