Likewise, arguably the greatest most populous cities of Mesoamerican history, those of the preclassic and classic Maya, were located in the jungles of the Peten Basin, and really the only reason none ever formed 'proper' empires is because mesoamericans in general never did.
Also, it's kinda surprising how you managed to get the fact that the Aztecs didn't live in a jungle right, yet somehow got one of their more well known aspects, the fact thay they came from the arid lands of northern Mexico (not central american jungles) completely wrong.
And also, none of this applies to the Empire of Cyrodiil, an Empire that exists entirely because of magic divine shit that would not be affected by geography in any way.
