Different climates and biomes can coexist at the same latitudes. For example most of Western Europe is roughly as high up as the Boston --> Toronto pipeline, but it's definitely less cold.
What's unlikely is having a boreal coniferous arctic forest just one mountain range away from a tropical jungle - which is why Cyrodill makes more dense as a temperate region
