the shuffled zones is honestly not a bad idea, but knowing Blizz they wouldn't adjust any of the quest text so the narrative would be nonsensical. a lot of storylines carry between zones, especially the human ones.

Randomize the playerbase so maybe I can get some keyboard turning ability clickers who don't have opinions about my race/class/spec and aren't playing raidsimmanager in loot councilling drops on content we are easily clearing.

Id play WoW again, if we got a completely new game with new dungeons using the old design, just get rid of world buffs in raids and make completely new classes. I don't want the game to remind me of retail though. After level 50 season of discovery became too retail. No class homogenization, no time gated grinds, and no easy catch-up mechanics for new players.
