Germany has draconian labor laws. Nobody is allowed to to demand the slightest bit of effort or overtime off their employees to get something done. There's hard limits to how long somebody is allowed to work and all overtime must be compensated. Not to mention that the wages are stupidly expensive.
It's pretty much impossible to build a AAA game studio there but it shows in most other fields too. Putting in hard work and expecting employees to do the same is pretty much impossible.

The government doesn't subsidy proper video game endeavors just politically charged and education projects.
