Same deal as Poison in Final Fight/Street Fighter:
Beating women would have given the game a higher age rating. So make these women "crossdressing/trans men" and suddenly it was fine again.
It's like how the US tried to censor the lesbian relationship in Sailor Moon between Sailor Uranus and Jupiter by turning them from a lesbian couple into cousins... and in return it just appeared like it's lesbian incest and they didn't really do shit about addressing the lesbianism in the end... but for the rating it was enough.
