For one thing I think the Batarian empire is within the limit of what this map calls Alliance space and it's more than likely that most of it within Alliance borders is unexplored space beyond closed relays that the council is extremely slow to authorize opening after that one time they had to genocide an entire species after they had uplifted them to genocide another.
