Raptor and Tyrian are just shitty basic shmups where the point of the game is going through a ton of different levels and trying out different progression paths, new weapons, etc. the average roguelite twin stick out nowadays is basically a direct evolution of that.

You can clearly tell the ones on the right have common design elements, style and scrolling direction notwithstanding. The left plays nothing alike, only feature attacks reminiscent of bullet hell shmups but with completely different contexts.
It's the difference between categorizing games based on whether there is a turn-based combat mechanic, or whether the main character has blue hair.

I think OP actually meant "bullet hell". You would be right in that case, the tag is thrown around for games that have fuck all to do with the danmaku-style STGs. Although in that case you have to swap out Darius and Garegga, arguably also Ikaruga.
