Is it possible to have better graphics than undertale? Yes.
Would undertale have come out if the author tried to make his game AAA looking? Probably not. That's why some people would give a 10/10, because within the limits of what toby fox can do as an artist, it's a perfect work of art that transmited exactly what toby wanted to erxpress. Do I agree? Not at all, I don't think undertale is a 10/10, but art is subjective you know? As long as you justify it somehow, it has value as a recommendation.
If you asked for a game to be perfect to really have a 10/10 score, then no game would achieve that since no game is perfect. We will never reach 100% graphical fidelity and therefore no game will have perfect graphics, for example.
So to sum it up, if you believe that a game needs to be absolutely perfect in every way to get an 10/10, no game should have that score. But it's not a set in stone metric.
