Some people (some, not everyone) consider a 10/10 to be a perfect game WITHIN the limitations of what the authors could achieve realistically.
Is it possible to have better graphics than undertale? Yes.
Would undertale have come out if the author tried to make his game AAA looking? Probably not. That's why some people would give a 10/10, because within the limits of what toby fox can do as an artist, it's a perfect work of art that transmited exactly what toby wanted to erxpress. Do I agree? Not at all, I don't think undertale is a 10/10, but art is subjective you know? As long as you justify it somehow, it has value as a recommendation.
If you asked for a game to be perfect to really have a 10/10 score, then no game would achieve that since no game is perfect. We will never reach 100% graphical fidelity and therefore no game will have perfect graphics, for example.
So to sum it up, if you believe that a game needs to be absolutely perfect in every way to get an 10/10, no game should have that score. But it's not a set in stone metric.

It was above average but the 10s were such obvious shilling it forever sullied the image of the game. Deathloop despite being decent will always be known as that game that got 10s by virtue signalling whities (I like to call this species the Californian Cumskin) because it has two black people on the cover art. Ironically the one good review of this game I've seen that wasn't hilariously exaggerating how good (or bad) it is was made by a black man.

I played Gone Home, and it's absolutely not a 10/10 game. In retrospect I'd say I had a mildly positive experience with it, but there were also a lot of moments where I felt bored and even miserable.

Thus, you have to keep lowering the maximum score until there just plain isn't a score period, because even a 0.1 will be considered "perfection" by the time you get that far down, since it's literally the only metric you can give at that point.

Ideally things get better over time. So a game can be a 10/10 at some point because it's the best the genre currently has to offer. In the future, though, something could supplant that and take its place as the best the genre has to offer, bumping down its score relatively.

Then games should be rated based on an overall rating of each feature. Gaming magazines used to do it way back when which is why you never saw a perfect score even for games most publications are hasty in calling 10/10. Perfect does, infact, mean it needs to be perfect in all those regards. To dismiss it by saying it's unreachable is fine, it lets companies know they were close to a perfect score and should strive harder in achieving it next time.

Depends on what the game is trying to depict. Pretty environments like you'd see in Assassin's Creed games can certainly depict a lot more for the eye compared to classics like Tomb Raider.

I dont even think the game is bad, but I get irrationally angry when I see people actually praising it. It was "so good" they moved on from developing it 6 months after release and everyone stopped playing it , it was "such a success" that they made no more content for it and DD is actually dead for real now. Keystone franchise my ass. Fucking Exoprimal got more DLC in its lifetime and Kunitsugami got an expansion.

Actual problem is half the fucking scale is basically unused as everything 1 to 5 is treated the same. If your game got 5/10 it's already considered shit. You're not in school anymore, kids. There is no pass or fail here meaning AVERAGE game is exactly a 5 out of 10.

If you're looking for reviews go to people who cover that particular type of game. As amusing as it might I don't particularly care what a FIFA fan has to say about the latest Final Fantasy, for example.

I think there's some value to the perspective of a professional reviewer. Specifically it's that it's a perspective of someone who plays a lot more games than the average person, because it's their job. So for example, you may not be aware that a game is extremely derivative, straight up plagiarizing something else, or whether it's very original. And it's something that you can learn from the perspective of someone who plays a lot of games of a wide variety. There's of course the issue of credibility, because the reviewer may not be truthful for various reasons, but it's something that you can glean from the consistency of their voice.
