If they remove the civ-switching, it's current playerbase of loyal fans who defended this game against it's evil "boomer haters" will feel angry and betrayed that they caved in to the "toxic" people, and there is no guarantee that the people who wrote this game off will come back.
But if they don't nix the civ-switching the game will continue it's slow march towards having barely any players with nobody to buy the newest civ/leader packs DLC.
How would (you) save this game and give 2K it's money back?

You no longer play the same civilisation for an entire game. You can start the game in the Neolithic as Benjamin Franklin of Egypt and then transition to Benjamin Franklin of the Iroquois in the classical era

Its their ridiculous solution to people not finishing games out when they've become forgone conclusions combined with the soft reset every era. Rather than do anything that might fix the late game becoming a tedious slog filled with too many low impact decisions they just make you play the opening turns 2 additional times and then demand that you close the game out in order to level up your leader.
