the "lore" that OP conflates with Regigigas is a proposition for the Gen 4 mythology from the game's predevelopment where primordial giant(s) (there were different proposals, in some of them there are multiple, in one its just a single baddie) splinter from Arceus's birth and attack him.
it's important to note that in those very propositions, the writer emphasizes that the giants ARE NOT POKEMON. the documents predate the conception of Regigigas, and when Regigigas was designed, he was put under Arceus on the official mythology chart.
the only connection we have between Arceus and Regigigas are the type plates. the engraving text for some of the plates date back to D/P. one says they were created from "defeated giants", which some interpret as a callback to the original mythology proposal, and since Regigigas has a plate in LA they put the two together and get this idea that Regigigas is a giant. but that's all conjecture. the explanation for why he has a plate could be as simple as Regigigas just picked one up when roaming the Earth.
