Are the AMD FSR updates in this patch, if so will I get better performance if I redownload? I'm getting mixed signals saying it's not in the game, or the driver isn't out yet?

Is this worth trying again? Pirated this last year and I got just past the point where Keanu Reeves was taking me over in a hotel. I just found it boring, with no real reason to explore the city or free roam. I didn't need money, and didn't even know the things I could buy. Is it just a tutorial until that point? Does it open up after?
