as I recall this being explained to me, you have to pull the toggles back, against the force of a spring, then forcefully move it to its new position.

you can't just bump them into place, they don't move unless you perform a deliberate action on the toggles

If he cut the engines 20 seconds sooner they would've just aborted takeoff, 20 seconds later and they might've been able to restart them in time to not crater. He picked the perfect time to kill both engines right as they were leaving the ground.
