It's like the early racing games that was 2d but the track was "3d", except in that kind of game you'd need to be able to walk anywhere and look anywhere. (Though desu even just an on the rails game as a proof of concept could be fun).
You'd need a way to render 3d assets as though they're pixel art and a LOD system that projects assets in layered billboards.
