they can't create an application but they can try to apply if they already created one, unless spots have actually all ben filled now

if they have then you could try to switch the region of your Nintendo account to Japan since they're going to do a raffle if there's too many people who apply, although I don't know if your application would survive the region switch and you'd need to keep your account in Japan for the duration of the test
