Console focused development so you have to make only one version and port the scraps to PC.
It's simply cheaper to do.

Case in point, this is essentially a different game thanks to how much they had to butcher it.
If this version was made first and ported to PC it woud have been forgotten in a few months.

It really doesn't help that modern console controllers are practically stuck in gen 5 1/2 due to the Xbox and the rest are only 7th gen at most. The archetypal 360 pad is basically just a less capable Dreamcast controller with dual analog.
