To expand on it, I'm pretty sure he used the PS1 to it's full advantage, to the point he claims that other devs thought Sony gave them special treatment or something. Going from that to having to make the game for 3 seperate systems will do that to you.

I loved trying to find to the spots where you could be fully submerged without dying in this level. Twinsanity also had a very specific spot in N. Sanity with a small lake being fed by a waterfall where you could just take a dip.

It was developed for PS2 and later ported to other systems. This wasn't a game in which all the versions were developed simultaneously.
