I want to install CFW on my New 3DS but I heard that 3DSes have issues playing installed DS and GBA games if you use an SD card bigger than 128GB, is this true?

Big SD cards will work but it'll take longer to boot.
Honestly there's not much reason to go bigger than 128GB, that'll hold pretty much every 3DS game you'll ever want to play. Even 64GB is more than enough.

Will this SD card work with my New 3DS? I googled it and I'm getting mixed answers.

it will but you're overkilling it. The 3DS card reader will bottleneck it. You don't need to go fancy for this.

it will have weird screen issues, which can strangely be fixed by hitting the home button repeatedly, which will shift the pixel cutoff line
to fix this, if it's larger than 64 GB you need to set the sector size to, I think, 32kb
you might want to google this one

for 128gb sd cards, use rufus to format it as fat32 with 64k cluster size. 32k cluster on 128gb+ won't boot gba games iirc. 64 will at the cost of the initial boot time being slightly longer, and it gets worse with 256gb and bigger.

A "Cluster" in this case is the size of each "Packet" stored on the chip.
Think of data being stored in tiny cardboard boxes. "Cluster Size" is how big the box is. You might call up more than one cluster to play a game, but you're always just pulling boxes out of that storage device and loading them into the RAM.

Having bigger boxes can sometimes fuck with emulation.
Having bigger boxes with ALWAYS fuck with games running on actual hardware.

For the 3DS, there's a real GBA in there. Having bigger cluster size than what's expected on a GBA cart means the game can't run.
