Use Rolling Shield. This is the one MMX boss that I can never get down. I always end up tanking everything. Also, you can dash out of his cyclone if that is a problem for you.

Rolling Shield is his weakness. You get it from the armadillo boss. Boomerangs will cut off some off his limbs to limit his attacks.
