Couldn't Steam/Valve just make it so that you can only buy AO rated games using your Steam Wallet? When you buy a game with your Steam Wallet, the purchase does not go through an external payment processor like MasterCard or VISA, it's all processed internally by Steam/Valve.

Because it's not really VISA or MasterCard giving a fuck, it's external factors like activists pressuring them to do so. They can't do it because it's also very illegal. All MasterCard and VISA want is that pressure off of them and this way fixes it.

No the processors don't want content they find icky to exist on a store where they can be used, even if you can't use their services to buy the ick.
All Valve can do is move Steam to support Steam Wallet gift cards purchased with cash from a convenience store and crypto until the processors buckle, but Gabe doesn't have the willpower to fight back anymore.

The entire point was threatening to pull support for Steam entirely if they did not comply. It's not that that don't want their OWN services being used to buy those things, they're throwing their weight around so NO ONE can buy those things, at all, under any circumstances. You know, something they have absolutely no say in, but users have little to no alternative so they are forced to comply to stay in business. Almost like a monopoly, only there's two of them so that makes it okay. You can choose one party or the other. The system is working as intended.

They sure could. People would raise a huge stink, but they're well within their legal right to deny service. So unless something changes with the law, it is a colossal risk for Valve to try and fight this. It's either remove some porn games that are very hard to openly defend, or put Steam and everyone who uses it on the chopping block.
