To heavily simplify, a lot of modern games use deferred rendering, which uses multiple shader passes on a scene, and is far too expensive for planar reflections to work (it's basicaly impossible in a deferred rendering pipeline), this is why SSR and psuedo-raytracing have taken over - the former being cheap (but wildly inaccurate), the latter being expensive but more accurate.
I could go on and on about why deferred rendering is aids and I hate it, but you lazy faggots can do your own research from here.

If you want to build a rocket that can go to the moon then you need an entire industry ready to switch over to build your fuck huge rockets. And you can't just dust the lander off at the smithsonian and re-use that.
And really, nasa doesn't need to, there's not much to do on the moon, and its just going to be more expensive, and commercial space launch has been doing just fine, and if space X can get the starship working then that's a genuine game changer because it can easily take a payload to the moon and back (on paper).
And people already complain too much about nasa's budget (that is genuinely pretty tiny for government agencies). NASA definitely has internal problems, and too much administration vs science and pure research.
Also nasa has been saddled with a couple of real boondoggles that really hobbled manned space exploration.
The space shuttle (look at its development hell, genuinely interesting government dipshittery).
And the ISS, which cost so much by the time it got put up there that nasa had to make sure every single mission with people included it because they had to justify the expense.

NASA needed more silicon microchips than existed in the world, so you had a few companies that jumped in with a way to mass produce chips because the government gave them as much as they asked for. And once these companies started mass producing chips, and nasa didn't need them anymore, they began dumping them on the market kicking off the digital revolution that really took off in the 70's and by the 90's were some of the biggest companies in the world.

But yeah, the space relatively near earth has far more valuable rocks to exploit, and a permanent base on the moon isn't as beneficial to any of that as most people think. The surface is mostly just baked rock. There's water there, so you could make water and air to survive, but there's not much otherwise unless you want to get silly with boreholes.
A scientific outpost would be pretty useful, one of the neater ideas I've heard is that it would be relatively easy to turn the dark side of the moon into a giant radio telescope that is in the shadow of earth's own radio noise.

transparent objects throw a wrench in that process because you can't skip drawing things behind transparent objects, including other transparent objects, so large swathes of the screen can end up having to be redrawn again and again and again, blowing out your GPU's fill rate if it happens enough times. this also means overdraw is a scaling issue that gets worse the higher your resolution is. even old ass games can smoke your gpu this way.
this is why devs abuse dithering nowadays, dithered materials are technically opaque so they don't create overdraw, but it looks like shit so they have to use TAA to blend the dither pattern together make it look partially transparent
that said, specialized materials have existed for a long time to solve the hair problem (see: games like the witcher 3 and last of us), but the only explanation i can think of is that this knowledge just gets lost over time because the competent devs get fired
