Probably so, yeah. Depends on how old you're talking. Nothing made before 2015 is going to have any issues running on that thing.
There's room for a graphics card in there should you ever find the integrated graphics lacking.

Get a low profile video card though.
I have one with an i3-Raptor Lake with an Arc GPU
But really, get a tiny GPU since those systems can only hold those without needing to change out the PSU.

i have 9020 with an i7-4790, 8gb of RAM and a 1060.
Runs games up to about 2017 without issue, 1080p 60fps

I use one and they're only worth it as a turbo-poorfaggot setup:

Runs the games that I want to play, but buying a used office PC severely limits your upgrade options. You will most likely have a proprietary PSU that can't be upgraded and doesn't have a 6- or 8-pin GPU connector. The best card that can work with those limitations is GTX 1650. That card isn't really the best bang-for-the-buck compared to more power-hungry but cheaper and more performant cards. There quickly comes a point where it stops being worth it. Mine was below 100 EUR for the entire PC, so I feel like I still made the cut.
