Why didn't Nintendo release any GBA games on 3DS aside from the 10 ambassador games?

Native. The 3DS had a separate CPU for running DS/DSi games and it could also be used to run GBA games the same way a DS could.

GBA support was pretty hacky. They probably didn't want to sell something that you couldn't even access the home menu with.

I think it was because the system was running in such a reduced state that sleep didn’t work unless the GBA game supported it and you manually chose it. I guess they were worried that this was an inferior user experience even though it was fine

Some people claim it wasn’t quite native, that the firmware is hacked to run on the DS chip at a lower speed and the sound is emulated or something like that. It’s been a while. It passes all the native hardware tests though. Apparently so does the official GBA emulator on Switch or something close to it

Did Nintendo refuse to put GBA games on the 3DS because the 3DS could only run GBA games via the barebones native backwards compatibility without the save states and other features virtual console has or did they refuse to put GBA games on 3DS because they wanted to put them on Wii U?

I think it was more that at the time of the 3DS' launch the GBA wasn't old enough to be "retro" so the figured nobody would care. Like how nobody gave a shit about the PS1 and N64 in 2008.
