Jill isn't in new games because the devs are out of touch Chrisfags and see Jill as a Goomba tier character instead of a legendary survival horror protagonists

after like 15 years the cg movies team remembered they hadn't used Jill so Capcom whipped up an explanation but that doesn't mean Jill is going to be in a new game

I love Jill. Also they're clearly saying "Leon doesn't fit horror games" to try to subvert expectations and make you think he won't be in it, but he's clearly going to be there.
