Most random people will open fire on your team with automatic weapons like indoor security, FBI agents, SWATting victims, literal whos, nurses, hotel staff, VIP protection, secret service, druggies. Everyone will engage you violently and with skill of a navy seal.
Even hostages prefer to flee you and do various fake-outs to provoke you into shooting them, up to running off to the hostage takers when they spot you. Victims of a mass shooting will actually do a fake-out animation of drawing a gun, but with a smartphone, just to fuck with you.
Equipment is just M4A1 ten times over, and bringing anything other than armor piercing ammo to take out random gas station robbers is suicide, and they will punch through your plates with their pistols.
General design, visual and audio, is much worse, AI tactical control is clunky, and writing of briefings is disgusting - it omits the crucial details to tell that the boy dindu nuffin before he decided to shoot up the place. Your team is randomly generated nobodies with no personality, that go literally crazy and you need to swap them out every other mission or they quit and kill themselves.
That said, since its a modern game, it has more detail and higher resolution environments, with an entire separate dev being tasked to 'spook up the place' and leave random clutter they call 'environmental storytelling' bits around.
They also nickel and dime you for every 1-2 maps, and throw in another set of M4A1s with every DLC.
