Please excuse the hearsay if this isn't true, but I can't find the original post. Basically, some court ruling decided that, yes, payment processors ARE responsible when illegal material is found on a website for whom they provide payment services. As a result, they're now forced to listen to any complaint of potentially illegal activity, no matter how small, because legally they have to pull out if that's true or face significant damages. This results in a small group like Collective Shout having the power to strong-arm Mastercard/Visa/PayPall/etc. into verifying their relationship with all kinds of online storefronts, because if any of it is illegal then they're the ones who pay. The storefronts need to respond IMMEDIATELY because, being storefronts, they need ways for customers to give them money, thus if they lose payment processors it literally kills them. I don't remember which ruling it was, though.
