I mean for games that have absolutely no objectionable content in the slightest, but are intended for an adult or mature audience (such as realistic simulation games). These will not be banned from being sold to minors though.

Why doesn't the ESRB do something like that? They already have an E10+ rating. Why not do the same for an E17+ rating?

Well, a horror game is a horror game, so, it would be something at least rated T for Teen, there are rare examples of horror games without content descriptors or only the descriptor ''Fantasy Violence'' or something and that's obviously because the scare factor (I mean, we are talking about horror games here) makes them games not suitable for everyone or little kids, so, even without blood, they are still rated T for Teen at least, heck, the Five Nights at Freddy's games are a popular example of this, usually the only have one content descriptor (Fantasy Violence) but they are rated T for Teen.

E10 exists because the gap in content between E and T was too much, so they came up with something that was immediately recognizable for their existing scale while filling in the gap.

The purpose of the ESRB is to warn about content within games, historically done to deter governmental intervention. If some publisher wishes to put on their package or in their advertising "this game is intended for adults, but lacks objectionable content as seen by the ESRB rating" they obviously are free to do so, but the ESRB wouldn't be involved in that, they look at subject matter not target audience.
