The Shotguns in The Outer Worlds definitely sucked. You had to waste money on barrel Mods because the default spread is horrendous and you had to add a choke to each Shotgun you wanted to use. Then there's no Heavy Shotgun, both Shotguns only use Light or Energy Ammo, so you had to waste a Mod to add another Damage Type just to do anything.

I can't say. I never build myself for shotguns in NV. Typically just stealth and conversation with enough gun skills to pass mandatory fights.
