Is fan art better than official designs?

Depends on what you want. Fanart can look good but will almost always be off model while official designs can be wonky on a fundamental level but they'll be "right". Personally I always prefer the canon official designs because fanartists like to shove tits and ass onto anything deforming the original design into unrecognizable levels, pic related being one of the worst victims of it.

I think both have their own merits. The most important thing is the creativity of the image.

Art is a personal expression. It can look like whatever the artist wants. Sometimes it's intentionally unrealistic or not like the original depiction.

Sometimes. Also, companies really should try to make their female characters more attractive. Sex sells whether people find it morally problematic or not, it's Human nature and trying to over correct for it will always lead to creating bigger problems. Most ladies have a fairly nice pair of jugs and a good ass, so let it be true in fiction as well. Feminine beauty is severely underrated.
