In short, levels are usually used for a pre-determined path. Point-buy is usually used to build the character as you seem fit.

I've done a few honour mode runs. I've done one where I stopped leveling at level 6, and did it with just two characters, and it was incredibly easy. I killed Gortash and everyone in the room with him, including all the steel watchers, at his coronation ceremony, in a single turn, without taking any damage.
There are many ways to make BG3 a painfully boringly easy game.

Because the vast majority of people just want to play something that's fun and not have to worry about bricking their character because they don't have enough experience with the system. So if you are going to have a freeform system you need to tell the player the numbers they should progress for at certain xp stages. Kinda like levels.
