Fallout lorefags can tell you more but there anre pics about Avellone & Tim Cains complaining about it. There was just so much mismanagement behind FO2. I feel like only fake fans that never played the games like it. It’s such a far cry from FO1 in terms of atmosphere, setting, etc.

I played both and I like 2
whats good about 2 is some of the best in the series but there are aspects that are obviously pretty bad.
I dont think the setting feeling different is an inherently bad thing though. I like the wasteland has changed and become more civilized

The issue is really not about the Wasteland evolving from Fallout 1 but it's more about most of the settlements being about references to TV, Movies, literature, etc... it's really fucking tiresome especially when you "get" the reference.
Also it's really clear that the discourse moved in a more PC direction, for the time, compared to 1 that was more about subjective choice.

I personally didn't feel that way when playing but its been a while. There were towns though like Modoc and whatnot which definitely feel that way. Perhaps its because some of the references are lost on me, (i doubt it for most of them) or feel so ingrained as general tropes they don't register but a lot of the main locations I think of when I think of Fallout 2 didn't really have this problem (Den, VC, Gecko, Arroyo, New Reno, etc).

To me it seemed like most of the "dude reference!" happened via special encounters. I think fallout 2 definitely has issues with its writing though, especially pertaining to the Enclave and Fallout's general usage of the "contrarian option" rather than giving you a viable alternative quest solution. (Think like Broken HIlls where the sides you have to choose from are either Marcus, a chill dude who'll also become your companion after you fulfill his quest or the nameless racist people who give you jackshit for doing the quest their way)

I had the polar opposite experience.
Fallout 2 made Fallout 1 feel like a demo with how barebones and primitive it is (Arcanum beats both).
What's so poorly written about it anon? Did you get upset at the references, most of which you purposefully had to seek out in random encounters?

i agree with you op, i think fo2 would be more tolerable if all the npcs did their walk animation at the same time during battles, but they don't so every single second of this game is painful
like at least if the combat was fun you could distract yourself from how terrible all the dialogue is, but nah

In Fallout 1 you can complete almost every single NPC driven event through dialogue including The Master, in Fallout 2 most of the dialogue choices lead you to massive map wide encounters that last for hours, unless you submit to the NPC's choices, not to mention all the "fade to black" encounters in 2 compared to 1.

I don't know if you've actually played Fallout 1 & 2 or are just copy/pasting from whatever wiki, but most of the Choices/Actions/Consequences in Fallout 1 are organic, while in Fallout 2 they are prompted.
Also you are talking about good ending, but this is once again, entirely subjective in Fallout 1, while it is directed in Fallout 2.
