There were towns though like Modoc and whatnot which definitely feel that way. Perhaps its because some of the references are lost on me, (i doubt it for most of them) or feel so ingrained as general tropes they don't register but a lot of the main locations I think of when I think of Fallout 2 didn't really have this problem (Den, VC, Gecko, Arroyo, New Reno, etc).
To me it seemed like most of the "dude reference!" happened via special encounters. I think fallout 2 definitely has issues with its writing though, especially pertaining to the Enclave and Fallout's general usage of the "contrarian option" rather than giving you a viable alternative quest solution. (Think like Broken HIlls where the sides you have to choose from are either Marcus, a chill dude who'll also become your companion after you fulfill his quest or the nameless racist people who give you jackshit for doing the quest their way)
