That actually makes the fights somewhat interesting because you have to use traps and the environment to kite them around while also carefully conserve your ammo. The camera and weapon upgrades counteract that as you progess.

I picked that difficulty and didn't die once until I stepped on a briefcase which shot me up into the ceiling and then I fell to my death, then I uninstalled and never played it again.

You can crossbow yourself throughout the rest of the game once you have it, it's how I beat survivor.

Bioshock on hard suffers from the problem that the first few hours aren't really being balanced around you only having like two weapons, so that's by far the most difficult part of the game, and once you start filling out your arsenal the game suddenly becomes massively easier.
